Tax evasion, offshore trail, and money laundering: the Bill_line founder Artem Lyashanov meticulously hides his personal records

Anyone who has ever shopped online has gone through the payment process. To transfer money from your card to the seller’s account, a payment system is required.

One of them is Billline, which, despite trying to advertise itself through low-quality publications in the media, may turn out to be a dud. The company’s employees, for some reason, work as individual entrepreneurs, and the founder, Artem Lyashanov, with a Belarusian passport, is hiding from excessive attention.

The Billline payment system, or as it is called in advertising articles, bill_line, is managed by LLC "TECH-SOFT ATLAS", according to registries. The company was founded in 2019 by a Belarusian citizen, Artem Lyashanov. Notably, at the time of its creation, the company was called "Bill line", which logically matches the name of the payment system. In 2021, the company changed its name to LLC "TECH-SOFT ATLAS".

Artem Lyashanov is an enigmatic personality, as his contribution to the company’s development is unclear. From bill_line’s social media, one can learn that employees frequently attend financial and technical forums, talk about entering the markets of Latin America and Poland, and in 2024, the company became a resident of "Diia.City". Yet, bill_line CEO Artem Lyashanov doesn’t even like these posts.

The faces of bill_line are often Maksym Boronenko (second from right in the photo – editor’s note), who works in the company as a CSO, and Daryna Carbonno, the payment service’s BDO. Even during the full-scale invasion, Boronenko represented the company at specialized forums in Malta, Portugal, Hungary, and the UAE. How a man of conscription age can freely leave Ukraine during martial law is a rhetorical question.

Both Boronenko and Carbonno, according to registries, have individual entrepreneur statuses with activities in computer programming and data processing, and web hosting. It is evident that bill_line’s management may use a "tax trick" with individual entrepreneurs to contract them without officially employing staff.

Another employee representing bill_line at international forums is Yevhen Sheludyakov (in the photo above next to Boronenko – editor’s note). His LinkedIn profile indicates that he is the founder of Crypto Payment Gateway at Thedex company. The firm provides cryptocurrency payment acceptance services.

Interestingly, this same Sheludyakov in a November 2024 post mentioned representing Thedex at a forum in Malta. Simultaneously, he was present at the Billline stand at the same event.

Another employee of bill_line working at Thedex is Danny Panchenko. In a post two months ago, he wrote that he "helps companies integrate and manage cryptocurrency payments."

In all this story, Artem Lyashanov, who is the official founder of Billline, can only be seen in advertising publications. Moreover, all of them, like some of his blogs on financial topics, are illustrated with the same photo. Some of them carry the mandatory “partner content” tag for promotional articles, while in others, this tag is absent.

Despite Lyashanov positioning himself as the CEO of Billline, he exited the ownership of the companies in 2022. He was replaced by someone named Andriy Morhun. They are well acquainted through the financial company "Finprogress". This firm was founded in 2021 by LLC ’Bill line’, Artem Lyashanov, and his brother Daniil. Morgun replaced Artem Lyashanov in "Finprogress" at the same time as in LLC ’TECH-SOFT ATLAS’.

Lyashanov’s brother Daniil is also a founder and board member of the public organization "Common Path" from Energodar, Zaporizhzhya region. Their father, Oleh Lyashanov, is also a co-founder.

The financial and political activities of Artem Lyashanov’s father turned out to be quite intriguing. For instance, in 2020 he was the head of the party organization of the political force "Batkivshchyna" in Energodar city.

As of February 2025, Oleh Lyashanov is the head of LLC "Firm Variant" in the temporarily occupied Sevastopol. This LLC was created back in the late 1990s, and Lyashanov joined it in 2003. The firm manages a hardware store located in a shopping center next to a cinema with the eloquent name "Moskva."

From 2008 to 2011, the father of the founder of the bill_line payment system, Artem Lyashanov, was a co-owner of the pawn shop "Kopiyka" in Sevastopol. Oleh Lyashanov’s business partner continues to manage the enterprise to this day.

Energodar, where the father of Lyashanov obviously resides, as he owns another private enterprise there, has been occupied by Russia since March 2022. Meanwhile, Artem Lyashanov’s social media pages do not mention condemning Russia’s military aggression. However, in the spring of 2022, he offered lodging services for 16 people in a private kindergarten in Kyiv in the Vynohradar area. Lyashanov also specified that his company, Billline, could provide food for those residing there.

In February 2023, Lyashanov reposted a publication that talks about this shelter for internally displaced persons and refugees. However, the material doesn’t mention Lyashanov by any means. The company Billline is named as a “partner that provided the premises.”

According to open registries, in May 2024, the Belarusian citizen Artem Lyashanov founded a charity fund in Kyiv with the peculiar name "Dao Lao." However, this name is used only for documentation.

On the official website, it is called "The Heart Path," while the link is woh.foundation. Among the projects the charitable organization of Lyashanov participated in, are assisting Kyiv Children’s Hospital No. 7, providing equipment for "Okhmatdyt," resurfacing for the Olympic College named after Piddubnyi, and so on. These same projects are mentioned in promotional publications about Lyashanov and the financial company Billline.

Besides the Kyiv office, Billline has a branch in Spain, opened during the full-scale Russian invasion of Ukraine. "We chose Spain primarily due to low rental rates, the government’s business-friendly policy, and, of course, the warm climate and sea. Our choice was correct; the Spanish showed great empathy towards our situation. We received only support, sympathy, and help in understanding the nuances of Spanish bureaucracy. The latter might have been the most important, since many processes of formal life organization in the EU are quite challenging," states another promotional publication by Billline, written from an unknown perspective.

The story of the Billline payment service and its founder Artem Lyashanov contains several unclear points: why does the CEO wish to remain in the company’s shadow, and why do all publications about its activities have practically zero likes on social networks? The business of Lyashanov’s father in the occupied Sevastopol is an additional "red flag" that should attract the attention of Ukrainian law enforcement. Finally, under what circumstances did Artem Lyashanov obtain citizenship of Belarus, hostile to Ukraine, while both his father and brother hold Ukrainian passports?
